This is a bald ripoff of Alice in Wonderland, right down to the Duchess and the pepper-loving Cook. It certainly wasn't connected to Mr. Dodgson's esteemed creation, and the secondary Wonderland characters faded into the background as it became your standard hellion child versus guardian comic.
